Since 2005 this office has represented and defended law enforcement officers in contract negotiations, critical incidents, disciplinary matters, grievances, and lawsuits. Representation as employee counsel has also been provided in Civil Service Law Article 75 and CPLR Article 78 proceedings, GML 207-c arbitrations, discrimination complaints, and sexual harassment lawsuits.

Terry Dwyer has also been consulted by police officers and their attorneys across the country in litigation matters and retained as an expert witness by municipal counsel. In addition to being an invited subject matter expert at the prestigious police management training venues of the University of Louisville Southern Police Institute, Northwestern University Center for Public Safety, and the Institute for Law Enforcement Administration, he has been the PoliceOne.com Liability & Litigation Columnist since 2008.

With an extensive background in public sector labor and employment matters, which includes a post-graduate certificate in Labor Studies from Cornell University School of Industrial and Labor Relations, Terry has represented over 200 law enforcement officers in disciplinary cases. He has also represented law enforcement officers before the NYS Public Employee Relations Board, NYS Division of Human Rights, NYC Office of Administrative Trials & Hearings, NYC Office of Collective Bargaining, Federal Merit Systems Protection Board, at arbitration, in federal and state court.


As past retained counsel for a police union and a correction union Terry has relied not only on his legal training to represent his law enforcement clients, but also on his 24+ years in law enforcement, beginning with work as a correction officer and culminating in a 22 year police career.
